The City of Bellingham (City) is seeking proposals from potential Service Providers (Proposers) interested in providing information related to the future transporting, processing, and beneficially using and/or marketing products derived from Class A dewatered biosolids. PROJECT DESCRIPTION The City of Bellingham (“City”) is issuing this Phase 1 request for proposal (RFP) (Invitation No. 54B-2021) from service providers interested in providing future professional beneficial use services for the PPRR Biosolids Digestion project (EU-0189) project. The Biosolids Beneficial Use Services project consists of transporting, processing, and beneficially using and / or marketing products derived from Class A dewatered biosolids produced by future process improvements at the City of Bellingham’s (City’s) Post Point Resource Recovery Plant (Post Point). This Phase 1 RFP specifically asks for information from Proposers generally regarding: The types of further processing and technology proposed The types of beneficial uses / products to be generated The proposed approach to marketing products for beneficial use The need for development of new facilities or expansion of existing facilities prior to providing services The need for an interim or transitional service structure, as it relates to the schedule for implementing the proposed solution The team structure that would be used to provide services (i.e. use of subcontractors) The type of business arrangement desired with the City PRE-PROPOSAL MEETING A RFP Pre-Proposal informational meeting will be held on November 4, 2021 to brief all interested parties. Due to COVID-19 restrictions, this meeting will be virtual. This meeting is non-mandatory, but all potential Proposers are encouraged to attend.
