TO PROCURE A COST PER TEST BLANKET PURCHASE AGREEMENT FOR A BIO-RAD D-10 WITH D-10 RACK LOADER to perform hemoglobin A1C testing and comprehensive Beta Thalassemia (A2/F) testing without reagent or cartridge change.  Dimensions of Rack Loader are 10" Hx12.2"Wx19.1"D.  Dimensions of Analyzer are 15.8"Hx18.7"Wx21.0"D.  Power requirements are 100-240V at 50-60 Hz.  Analyzer will perform approximatly 9600 hemoglobin A1C tests per year and will additionally verify varient hemoglobin and quantitate hemoglobin A2 and F at Wright Patterson AFB. 

SIC Code 3841.  NAICS Code is 333314.  Size Standard 500 employees.  This is a sole source procurement, synopsis is published for informational purposes only.  Solicitation documents are not available.  This proposed contract action is for procurement of an item for which the government intends to solicit and negotiate with only one source under teh authority of FAR 13.106-1.  The proposed source is BIO-RAD Laboratories, INC, 4000 Alfred Nobel Dr., Hercules, CA 94547. 

This notice of intent is not a request for competitive quotations; however, all quotations/responses recieved within five (5) days of the issuance of this notice will be considered by the government.  A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Information recieved will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  "An Ombudsman has been appointed to address concerns from offerors or potential offerers during the proposal development phase of this acquisition."  The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues disagreements, and recommendations to the appropriate government personnel.  When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.  The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
