Opportunity Summary SUMMARY OVERVIEW The State of Oregon, acting by and through the Oregon Military Department, ("Agency"), is issuing this Request for Quote ("RFQ") to establish a Purchase Order ("Purchase Order" or "Contract") for bulk delivery of biomass fuel pellets. For complete information, see the RFQ in the "Attachments Exist" folder. Camp Umatilla Oregon ("Camp Umatilla" or "Camp") is considered an operational military post, functions as an operations, training, and storage facility, and is located within the previous Umatilla Chemical Depot installation boundary near Hermiston, Oregon. The Camp is made up of two primary functional areas, a cantonment and a training area. Two (2) biomass facilities are installed at the Camp and the Agency requires a Contractor to supply and deliver approximately 50 tons of bulk premium grade biomass fuel pellets ("fuel") for the boilers. Agency reserves the right to adjust the final tonnage for the Purchase Order resulting from this Solicitation. SECURITY REQUIREMENTS FOR FACILITY ACCESS: Camp Umatilla is a secure site, and the Contractor shall be responsible for following access control requirements. At a minimum, Contractor shall provide advance notification of all personnel requiring access to the Agency's designated point of contact. Upon entry, Contractor's personnel will be required to show valid photo identification in compliance with REAL ID regulations (https://www.dhs.gov/real-id).
