Opportunity Summary SUMMARY OVERVIEW The State of Oregon, acting by and through the Oregon Military Department, ("Agency"), is issuing this Request for Quote ("RFQ") to establish a Purchase Order ("Purchase Order" or "Contract") for biomass fuel pellets. For complete information, see the RFQ in the "Attachments Exist" folder. Camp Umatilla Oregon ("Camp Umatilla" or "Camp") is considered an operational military post, functions as an operations, training, and storage facility, and is located within the previous Umatilla Chemical Depot installation boundary near Hermiston, Oregon. The Camp is made up of two primary functional areas, a cantonment and a training area. Two (2) biomass facilities are being installed at the Camp and the Agency requires a Contractor to supply and deliver approximately 60 tons of premium grade biomass fuel pellets ("fuel") for the boilers. Agency reserves the right to adjust the final tonnage for the Purchase Order resulting from this Solicitation. SECURITY REQUIREMENTS FOR FACILITY ACCESS: All OMD facilities are governed by REAL ID compliance regulations (https://www.dhs.gov/real-id). Security personnel are prohibited from accepting driver's licenses or ID cards from non-compliant states. Valid Photo identification in compliance with the REAL-ID compliance regulations is required for all individuals wanting access to OMD facilities.
