This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service Manchester Field Station located in Port Orchard, WA on a sole source basis with Hood Canal Salmon Enhancement Group. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide biological services to support a NOAA NWFSC-led experiment to determine the benefits and risks of steelhead supplementation efforts in Hood Canal. Proposed contractor will provide biological data, biological samples and data reports. The following tasks will be performed to support the experiment: 1.) Juvenile steelhead collections and tagging; 2.) Redd surveys, redd marking and egg collections; 3.) Hydraulic sampling; 4.) Provide all collected data in electronic spreadsheets. The Hood Canal Salmon Enhancement Group was identified by program office as the only source that can complete the work on this project. The Hood Canal Salmon Enhancement Group is the only known entity that can perform the biological sample and data collection on the two streams on the east side of Hood Canal. The Hood Canal Salmon Enhancement Group has landowner permission to perform this task in the portions of the Dewatto and Tahuya rivers. The government intends to negotiate a firm-fixed price contract with a period of performance that will start from date of award to June 30, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government.
