***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) Northwest Regional National Marine Fisheries Service (NMFS) requirement for documenting, sampling and to mitigate fisheries interactions in providing a long-term eight year study of the leatherback turtles. ACOREMA is the only entity that has the permits, has the endorsement and established agreements with the Peruvian Government Authorities (IMARPE) to work with the targeted fishing communities in the targeted regions of Peru. ACOREMA has the technical capacity and established a network of community partners and gained the trust of the local fishers that is crucial to being able to effectively work in this region, particularly in the southern communities in San Andres. The period of performance is from August 11, 2014 through June 30, 2017.

However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
