This notice serves to announce the intent of the 81st Contracting Squadron intends to award a sole source non-personal service contract for Bioinformatics Services for the Keesler Medical Center located at Keesler Air Force Base, MS. The proposed contract action is for a service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon responses to the Sources Sought Announcement, issued on 5 March 2019, titled Bioinformatic Services. The approved Justification and Approval (J&A) for Other Than Full and Open Competition is attached to this notice. The applicable NAICS code for this acquisition is 621511 (Medical Laboratories) and the size standard is $32.5M. The acquisition will be solicited as a commercial service using Simplified Acquisition Procedures under the authority of FAR 13.5. The Government anticipates award of a firm-fixed price contract as a result of the soliciting and negotiating with only one source. The period of performance for this requirement is estimated to be 1 August 2019 to 31 July 2022, for a total of 36 months.
