This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-12-075-1 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-60. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement to procure the following Eppendorf North America products:

1. BioFlo 310 benchtop fermentor system, with adjustable touchscreen control capable of controlling 32 parameters per vessel and visualizing 10 loops simultaneously, displays trend graph with up to 8 loops and 144 hours of memory, flexible in terms of the size of the fermentation with the ability to use different size vessels if needed, supports up to three additional vessels using NBS utility stations; system includes all probes, 5.0L vessel assembly and one Thermal Mass Flow Controller with gas mixer, Item # M1287-1171 (Quantity one)
2. Septum adapter kit (13.5 PG Port), Item # M1287-5031 (Quantity one)
3. Air regulator kit, Item # M1273-5002 (Quantity one)
4. Water regulator kit, Item # M1273-5001 (Quantity one)

This fermentor is required by the lab to grow large amounts of yeast cells. The lab will primarily focus on membrane proteins that are difficult to express and purify, so the need to constantly culture large masses of cells is an essential component.
The Offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representation and certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items, FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
