DESCRIPTION:

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES 13.5.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-46.

The associated North American Industrial Classification System (NAICS) code for this procurement is 811219 and is available for full and open competition.

The FDA intends to issue a firm fixed-price purchase order for a service plan for the Bio-Plex System + HTF with a base plus 4 option years that meets or exceeds the following specifications:

The Essential Support Plan Features:

Full on-site service agreements offer unlimited on-site repair visits, including:

• Parts, labor and travel expenses, during the service agreement coverage period.

• One preventive maintenance visit is provided, upon customer request, during the service agreement coverage period.

• The preventive maintenance visit may be performed and combined with a repair visit.

• In the event of PC service, if required, re-installation of Bio-Rad provided software and PC re-configuration is covered by this agreement.

The supplier is to provide all tools, parts, travel, labor, phone support, 1 (one) Preventative Maintenance visit per year, plus expertise as needed to return the instrument to full service should repairs be required.

Work Hours
Work will be performed during the regular working hours, typically 9:00 am through 5:00 pm weekdays, whenever needed.

QUESTIONS DEADLINE: all questions must be received by email ([email protected]) before 1:00 pm (1300) EST on 18 July 2011.

Award will be made to the party whose offers the lowest piece technically acceptable to the Government. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise an option line item.

Evaluation of Technical Capability shall be based on the requirements provided in the quotation. Offerors shall include the manufacturer, literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein.

This is a Combined Synopsis/Solicitation for Deep service plan for the Bio-Plex System + HTF with a base plus 4 option years as defined herein. The Government intends to award a Firm Fixed-Price Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein.

Additionally, all quotes shall include price (s); a poc (name and telephone number); a statement from the offeror verifying that they are CCR Registered under NAICS code 811219; business size; and payment terms.

FDA intends to make an award soon after the response date of this notice and all bids must be submitted via email and be received by 1:00 PM (1300) EST on 22 July 2011 to the attention of Paula Myers, [email protected]. Offerors shall ensure the RFQ number is visible in the header of the email.
