This is a NOTICE OF INTENT for the Government to award a Sole Source contract for the services of for a workshop/study to provide new insights and approaches for policy and decision makers on using forensic attribution tools with the Federation of American Scientists (FAS), Washington, DC. The estimated period of performance is twelve (12) months. The project will conclude with a report and briefing.

This contract wiil be under NAICS code 541690 to Federation of American Scientists, 1725 DeSales Street NW, Suite 600, Washington, DC 20036.

This is a sole source requirement in accordance with authority citation, 41 USC 253(c) (1), and Federal Acquisition Regulation Part 6.302-1 - Only one responsible source no other supplies or services will satisfy agency requirements. For this requirement, the Federation of American Scientists (FAS) is considered the only responsible source and no other supplies or services will satisfy the agency requirements.

This service will be provided in Washington DC. THIS IS NOT A REQUEST FOR PROPOSAL, however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Department.
