This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Applied Biosystems, 850 Lincoln Centre Drive, Foster City, CA 94404 for the purchase of a BigDye Terminator v3.1 Cycle Sequencing Kit. NINDS is currently using the reagents included in this kit in their clinical protocols; therefore, to ensure consistency in their experiments, the reagents can’t be substituted or replaced. These kits are proprietary to Applied Biosystems and no other manufacturer provides these specific reagents and kits. The acquisition is being conducted under simplified acquisition procedures using FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
