The USDA,ARS, Mid South Area, is seeking to SOLE SOURCE procure BigDye terminator v3.1 cycle Sequencing Kit from Applied Biosystems for its Stoneville, MS location. The Government intends to procure from only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Big Dye v3.1 is proprietary to Applied Biosystems and there are no known substitutions available.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation number RFQ-4431-S-09-007 is being issued as an invitation for bid. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. Offerors are to provide a bid for the following:

SPECIFICATIONS:
Procurement of Big Dye terminator v3.1 cycle sequencing kit, constituting 5000 reactions using 8 µl per reaction. Thus ~40,000 µl of Big Dye terminator v3.1 will be procured that has sufficient quality standard to produce a sequencing reaction of a 5 µl reaction using 0.25 µl of Big Dye terminator v3.1 on a ABI 3730XL DNA analyzer. In operation of the MSA Genomics laboratory, a normal reaction consists of 0.25 microliters of BigDye mix in a 5 Microliters sequencing reaction to receive a Phred 20 Quality score of 1000 on plasmid DNA and with 1.0 microliter on BAC DNA. The BigDye 3.1 is needed for ongoing projects within the MSA Genomics Laboratory. It is a specialized mixture of a modified Taq DNA Polymerase for cycle sequencing with florescent labeled ddNTPs that are detectable on an ABI 3730XL sequencer. The ABI 3730XL in the MSA Genomics Laboratory are under service contract and any material used cannot invalidate said warranty.
These supplies shall be delivered F.O.B. Destination to the USDA, ARS, located in Stoneville, MS.
"This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P)"
