Addendum: Bid specifications for Lighting Upgrades for the County of Salem General Notes 1) Correctional Facility: The fixtures at the correctional facility are of special type. The primary goal is to keep them and just change the lamps/bulbs and get rid of the ballast completely. 2) County office: There are a lot of T5 lamps in the building. Please make sure the proposed lamps are DLC and Energy Star compliant and get rid of the ballast completely. 3) Correctional Facility: There are numerous emergency battery backups for the fixtures. We are still finalizing a total count. For the purpose of the proposal, please provide unit price only. 4) Per Governor Murphy’s executive order #252, all employees, contractors, and other workers entering the facility to perform work must either provide proof of vaccination or provide a valid negative test every 7 days while working in the facility beginning on the first day of work. Attached pdf is the executive order here. Section 5 defines “covered settings” which direction mentions county correctional facilities, and Section 6 discusses “covered workers.” 5) The Courthouse is no longer in the scope. Please disregard. Buy American requirement This clause has been removed. Attached to this addendum is a revised checklist which will clarify items to be submitted. Spare Lamps Please provide up to 2% spare lamps only. Tax Exempt The county is tax exempt. ST-4/5 will be provided. Rebate Applications The ESCO, Willdan Energy Solutions, will be responsible for all rebate applications. The lighting contractor will be responsible for providing supporting documents like cutsheets, DLC or Energy Star compliant certificates, etc. M&V The contractor will be responsible to provide a post installation M&V report to the ESCO. Working Hours Operational hours are 7-3 Monday through Friday. Correctional facility can provide later hours, extending until 6:00pm, if a schedule is made in advance. If the contractor is not able to finish a designated area for the day, can they leave the material and equipment in place overnight? If the contractors cannot finish a designated area the facility will provide a secure space to secure their equipment. Is there a background check requirement to perform work at the correctional facility? There will be paperwork that will have to be submitted. Will the area of work be cleared for the contractors? The area will be cleared for contractors and a schedule can be made. Specifications may be obtained on Aug 27, 2021, by reaching out to Rahul Sheth of Willdan Energy Solutions at [email protected]. Bids shall be made on the standard bid forms and submitted in the manner designated within the Specifications. They shall be enclosed in sealed envelopes with the outermost envelope bearing the legend, “Bid for Lighting” on the outside. The bids shall be returned to the Salem County Purchasing Agent no later than Friday, Sept 24, 2021 at 11:00AM prevailing time, when they will be opened and read in public at 110 5th Street, Suite 400, Salem NJ 08079. Late bids will not be considered.
