The Library of Congress intends to negotiate a sole source Firm-Fixed Unit Price contract for Zepheira LLC for Bibliographic Framework Transition.  This will enable the Library of Congress to continue to lead in the advancement of data sharing in the bibliographic environment which includes development of a Linked Data information model and supporting open source translations and serializations for MARC that will provide a basis for grounding community discussion and framework to build upon.

Market research was previously conducted and it has been determined this is a sole sourcerequirement FAR 6.302-1.  This is not a request for competitive proposals and no solicitiationis available.  All interested sources must respond iin writing with clear and convincing evidence to support their ability to provide timely and effective services with five (5) days of this publication.  A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
