DESCRIPTION: This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2005-95, 01/19/2017.
SET-ASIDE: This is a Small Business set-aside (Total) and only qualified offerors may submit quotes. The applicable NAICS code is 517410 with a small business size standard of $32.5M.
REQUIREMENT: The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) National Continuity Program (NCP) has a requirement for the following BGAN Services:
20 SIM Maximum SCAP Pooled Plan (12000 MB Equivalent)
15-20 digital dialing numbers (CONUS) w/option to upgrade remaining 5 SIMS, if needed
1080 128K Streaming Minutes - in addition to SCAP Pool Plan
2700 Inbound voice minutes to 10 digital BGAN number - in addition to SCAP Pool Plan
2700 Outbound voice minutes - in addition to SCAP Pool Plan
BASIS OF AWARD: Offerors shall submit a firm fixed-price quote to include all costs associated with the requirement. One award will be made as a result of this RFQ. Award will be made to the lowest price offeror meeting the technical specifications contained herein.
