The Government intends to solicit and negotiate with only one source, Segovia, Inc. 11600 Sunrise Valley Drive, Suite 200, Reston, VA, 20191-1410, for a Firm Fixed Price contract. The U.S. Army Corps of Engineers (USACE), Various Districts, The purpose of the Iridium and BGAN service is to provide remote communications to support USACE Emergency Operations, which may occur anywhere within the areas described above. These operations will most likely occur as part of a disaster recovery operation.

It is anticipated that a contract base award and 4 option periods. The NAICS code is 517410 Satellite Telecommunications, and size standard is $32.5 million. Period of Performance will be 1 March 2016 through 28 February 2021.

Interested persons may identify their interest and capability to respond to the requirement; however, this notice is not a request for competitive proposals. All capability statements received within fifteen (15) days after date of publication of this notice will be reviewed by the Government and considered. The notice publication date is 3 February 2016, and the deadline date is 17 February 2016. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
