The General Services Administration (GSA) Federal Acquisition Service (FAS) Mid-Atlantic Region intends to award a sole source modification to contract, GS03Q17DSC0002 to Comtech Mobile Datacom Corporation (Comtech) under the authority of 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This modification is being awarded on behalf of US Army Project Manager Mission Command (PM MC). The anticipated award date is April 6, 2018. The contractor will purchase and implement Encryption and SATCOM Modem Analysis and Re-Provision Tool (ESMART) software on behalf of PM MC. ESMART is commercial software product developed by Insight Engineering Solutions. Comtech is the developer of the BFT-1 System’s satellite network and owner of critical intellectual property necessary for operation of the network. PM MC is headquartered at Aberdeen Proving Ground, Maryland. This notice of intent is not a request for competitive proposals. Based upon responses to this notice, the determination not to compete this proposed contract modification is solely within the discretion of the Government.
