This sole source is authorized under the authority of Federal Acquisition Regulation FAR 13.106-1(b)(1)(i). This software is currently in use at BEP and an annual subscription for the next term is required. No other software subscriptions exist that are compatible with the current system. Identity Finder is essential to protect BEP's IT Network and facilitates a reporting requirement under the Federal Information Security Management Act (FIMSA). Allowing procurement of different software would require BEP to re-procure a similar software would cause disruption to BEP's IT systems and a duplication of effort and cost if the current service is disabled and a new product is installed, tested and placed into production. This would also create a learning curve with BEP's users as they learn a new system which may not provide the same functionality as the existing software. This would result in substantial duplication of costs that would not be recovered through competition. Spirion, LLC is the manufacturer of the software and does not authorize resellers. Therefore, Identity Finder Software must be purchased directly from Spirion LLC.

This notice of intent is not a request for competitive quotes; however, interested parties may identify their interests and capability to respond to this requirement by 5:00PM EST on September 18, 2017 to Nicole Williams via email at [email protected]. Responses must clearly demonstrate the interested party's capability to deliver all supplies and services in this requirement. Information received from this notice will be used solely to determine whether competitive procedures will be used. The government does not intend to release a formal solicitation unless it determines that competitive procedures will be used.
