This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-35. This announcement constitutes the only 100% total small business set aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 333294, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government, technical, price, and past performance considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," 2) Past Performance and 3) Price. Technical Capability and Past Performance, when combined, are significantly more important than price. This solicitation is issued as a Request for Quotation (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a benchtop microfluidizer. General Duties/Description of Work Brand Name or Equal. Microfluidics ID#M-110P Benchtop Microfluidizer processor laboratory machine including one year preventative maintenance and ID#CAPM Ceramic Auxiliary Processing Module. Benchtop Microfluidizer® processor laboratory machine for continuous high shear fluid processing. The M-110P is a "Plug and Play" machine that does not require outside compressed air or cooling water for hydraulics and can be run on a standard 110V/20Amp single phase power outlet. Specifications: - Flow-rate range 110-150 ml/min (water) depending on operating pressure, product characteristics and chamber selection - Operating Pressure Range of 2,000 to 30,000 psi (138-2070 bar) - Sample Size 50 ml to continuous - Minimum product hold up volume 27.4 ml - Dimensions: (H x W x D) 19" x 32" x 24" (48 x 78 x 61 cm) Approximately - Weight: 265 lbs. (120 kg) Approximately Standard Features: - One (1) Diamond Interaction Chamber (DIXC) - Chamber selection: F12Y DIXC (805.00062) for emulsions or G10Z DIXC (805.00034) for dispersions and cell rupturing. - Product contact surfaces include: 316 stainless steel, 17-4 PH stainless steel, PEEK, UHMWPE, Zirconia Ceramic, Aluminum Oxide Ceramic, Diamond, Teflon and Viton. - 17' product cooling coil with open jacket. - Single acting, hydraulically driven intensifier pump. - 1.5 kW (2 Hp) electric motor 110V/1Ph/60Hz or 230V/1Ph/60Hz. - Manual controls for pressure range setting, intensifier on/off and motor on/off. - Emergency Stop switch. - UHMWPE plunger seals. - Viton static seals. Other materials available upon request. - Ceramic (Zirconia) plunger. - Process Pressure Gauge. - 1.0 liter stainless steel feed reservoir. - Electro-hydraulic power unit. - Stainless steel enclosure. - All required special tools. - CAPM replacement coupling. - Spare parts package. - Supplied with 1.5 gallons of hydraulic oil - pre-screened to 10 microns.
