ADVERTISEMENT FOR BIDS CONTRACT C21-24 BELOIT CITY HALL 2ND & 3RD FLOOR SECURITY UPGRADES OWNER: The City of Beloit hereby gives notice that sealed bids will be received in the office of the City Engineer, Utilities and Engineering Facility, 2400 Springbrook Court, Beloit, Wisconsin 53511 for furnishing labor, materials, tools, and equipment necessary for C21-24 BELOIT CITY HALL 2ND & 3RD FLOOR SECURITY UPGRADES. The work for which bids are asked includes the following: APPROXIMATELY: The work for which bids are asked includes, but not necessarily limited to, furnishing all labor, materials, tools, and equipment necessary for the Beloit City Hall 2nd & 3rd Flr Security Upgrades located at 100 State Street, Beloit, WI 53511, respectively. The base bid will include approximately 6,600 square feet on the second floor and 7,000 square feet on the third floor. The work which bids are asked includes, but is not necessarily limited to, wood doors, hollow metal frames, painting, flooring, acoustical ceilings, casework, plumbing, mechanical, electrical, fire protection and others. The alternates are described under Technical Specification Section 01 23 00. All work will be issued under a single prime contract for general construction. TIME: Sealed bids will be received until November 4, 2021 @ 10:00 AM. After the official bid closing time, the bids will be publicly opened and read aloud. BIDS: All Bids shall be addressed to the City Engineer and shall be enclosed in a SEALED ENVELOPE, marked with the name and address of the Bidder, Project Title and the Contract Number for which the bid is being submitted. All bidders shall bid in accordance with, and shall bid upon the bid forms included in the Contract Documents. BIDDER’S PROOF OF RESPONSIBILITY QUESTIONNAIRE: All Bidders must execute and file a Bidder’s Proof of Responsibility Questionnaire no later than the close of business on October 28, 2021, which is seven (7) calendar days prior to the bid opening. It is incumbent on the bidder to supply the required documentation in sufficient time to be evaluated before this deadline. Forms are available at the Utilities and Engineering Facility. PRE-BID SITE VISIT: Prospective bidders can attend a pre-bid walk-through at Beloit City Hall, 100 State St., Beloit, WI 53511 on 10/26/2021 @ 3:00 PM in the first floor Forum. Failure to visit the site or failure to examine any and all Contract Documents will in no way relieve the successful bidder from necessity of furnishing any materials or equipment, or performing any work, that may be required to complete the work in accordance with the Drawings and Project manual. Neglect of the above requirements will not be accepted as reason for delay in the work or additional compensation. Please keep the number of individuals from a single contractor to a minimum. Masks are required and social distancing will be practiced. LEGAL PROVISIONS: The Contract letting shall be subject to the provisions of Section 62.15, 66.0901, and 66.0903 of the Wisconsin Statutes, as well as any other applicable sections thereof. BID SECURITY: A certified check or satisfactory Bid Bond payable to the City of Beloit in the amount of 5% of the Bid shall accompany each bid as a guarantee, that if the bid is accepted, the bidder will execute and file the Agreement, the Contract Performance Bond and Payment Bond, as required by the Contract Documents, within ten (10) days after the Notice of Award of the Contract by the City of Beloit. Failure of the part of the Bidder to do so will result in forfeiture of the Bidder’s certified check or Bid Bond to the City of Beloit as liquidated damages. CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall be required to furnish both a Performance Bond and a Payment Bond acceptable to the City of Beloit for 110% of the Contract Price for each of the above Bonds, in accordance with the requirement of the Contract Documents. BID REJECTION: The City of Beloit reserves the right to reject any and all bids, waive any informalities in bidding, or to accept the bid or bids, which best serve the interests of the City of Beloit. BID WITHDRAWAL: No bid shall be withdrawn for a period of sixty (60) days after the schedule opening of the bids without the consent of the City of Beloit.
