First published Friday, May 9, 2014 The University awarded a contract for Beckman Coulter Ultracentrifuge & Rotors to Beckman Coulter Inc., Brea, CA, for an estimated $79,662. The Physiology and Biophysics Department’s current Beckman Coulter ultracentrifuge unit (purchased twenty-years ago) is obsolete and several parts are no longer available to repair the unit. Additionally, there are a variety of rotors (accessories needed to hold samples for spinning in the unit) for specific speeds, sample sizes, and sample types which would be able to only be used on a new ultracentrifuge unit from the same company (Rotors are manufactured based upon researchers specifications). Over the past two decades there have been seventeen (17) specially manufactured compatible rotors purchased from Beckman Coulter. This is an economically feasible source request as the compatibiltiy with the seventeen (17) existing rotors at an estimated value of $ 425,000 is critical for operational success. The requested Ultracentrifuge purchase is also the only option due to the current economics and restricted budget. Since this will be used by multiple laboratories/researchers within the department, this unit has the ability to create 50 individual users/passwords, logging of rotors by serial number to track usage for maintenance, and up to 1,000 user-defined programs with 30-step programming. The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration. The purpose of the hearing is to receive information from the public in a reasonable manner. Formal rules of evidence will not apply. The hearing officer will produce minutes of the hearing and may record it in order to aid in the production of the minutes. After conclusion of the hearing we will decide whether the sole source determination was appropriate.
