NUWCDIVNPT intends to award a Firm Fixed Price (FFP), completion type purchase order on a sole source basis to BEARDSLEY DESIGN ASSOCIATES ARCHITECTURE, ENGINEERING, LANDSCAPE ARCHITECTURE, D.P.C of Auburn, New York (CAGE Code 4W703). Beardsley is a small business under the relevant NAICS Code 541330. Beardsley was the original engineering and design firm for the existing VPTF Support Frame. The current scope of work is an extension of the prior efforts by Beardsley to provide post-award engineering services to support the upgrade efforts. Per FAR 6.302-1(a)(2)(iii), the required services are deemed to be available only from the original source, Beardsley, as this is a follow-on for the continued provision of highly specialized services and award to any other source would result in substantial duplication of costs and unacceptable delays.

This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
