The National Institute of Standards and Technology (NIST) intends to award a sole source simplified acquisition to Johnny P. Kirkland, 14 Southgate, Shoreham, NY 11786,under the authority of FAR Subsection 13.106-1(b). NIST operates three beamline laboratories at the National Synchrotron Light Source (NSLS), located at the DOEâs Brookhaven National Laboratory. Johnny Kirkland has authored a propitiatory synchrotron beamline data acquisition and control software (XDAC), and interface to the beamline hardware. NIST has utilized the XDAC software on its NSLS based beamlines U-7A, X-23A and X-24A for over 10 years. Additionally, a new area of software functionality has recently been identified: an interface to allow XDAC to rapidly switch control of beamline hardware from internal control to external control by the Large Area Rapid Imaging Analytical Tool. Johnny Kirkland is the only vendor that can accomplish the needed maintenance of beamline data acquisition and control software (XDAC) and interface to the beamline hardware for U-7A, X-23A2 and X-24A beamlines. The XDAC software and control interface is âone of a kind and proprietaryâ developed and implemented by Johnny Kirkland. Furthermore, software upgrades to proprietary XDAC software and interface to the beamline hardware cannot be accomplished by another software developer.
