The National Institute of Allergy and Infectious Diseases (NIAID) intends to award a firm-fixed priced, sole source, purchase order to NetComm, Inc., 1901 Research Boulevard, Suite 430, Rockville, MD 20850-3182. This is a follow-on requirement to provide up to 200 user licenses for Employee Database Internet Edition (EDIE), 200 licenses for Status of Funds Internet Edition (SOFIE) users, and 250 perpetual licenses to the BEACON integrated reporting module. NIAID current utilizes BEACON, EDIE, and SOFIE software exclusively to support employee management systems and financial systems. The licenses are to retain the use of the products for the NIAID. This requirement also includes software maintenance and subject matter expert hours. The software maintenance includes publishing of bug/defect fixes via patches and updates/upgrades on an as-needed basis or as scheduled to ensure the function and technology maintains operability and usability. The subject matter expert hours include custom development, data reconciliation/analysis, report generation, as well as assistance and coordination with NetComm and the NIAID Office of Cyber Infrastructure and Computational Biology on workstation/server configurations, installations, and troubleshooting. The estimated period of performance for this requirement will be a 12-month base beginning September 1, 2017. Four additional 12-month options for software maintenance will be included for a total period of performance of September 1, 2017 - August 30, 2022.
The North American Industry Classification (NAICS) code for this acquisition is 511210 Software Publishers, which has a size standard of $38.5 million. NetComm, Inc. is a women-owned small business.
This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement within 45 days of this notice.
While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. The Government understands that NetComm, Inc. is the only vendor which can provide the requested products for NIAID. However, firms that believe they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact within fifteen (15) days after publication of this notice. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. This notice does not obligate the Government to award a contract or otherwise pay for any information provided in response.
