The Naval Sea Systems Command (NAVSEA) is seeking industry comments on a DRAFT solicitation and Tactical Data Package (TDP) for the production, implementation of Engineering Change Proposals (ECP), hardware obsolescence upgrades and sustainment of modules/components of Virtual Tactical Bridge embarked Shipboard Radio systems (VTBeSR). This notice is related to previous RFI Notice N00024-21-R-5104.
The DRAFT solicitation (Attachment 1) includes selected sections for industry questions and comments. The Government will be accepting comments through 02 September 2021. Questions and comments must be electronically submitted using the format provided as Attachment 2 to Kerry Payne ([email protected]). Any questions or comments that are submitted may be publicly released. Interested parties may request a copy of the TDP using the procedures found in Attachment 3.
The VTBeSR end product will provide the ability for the training community to communicate with each other, to coordinate exercises and events, and enable real-time role-playing training. In-port, the VTBeSR will provide additional voice circuits for exercises and events where Radio Frequency (RF) usage is limited. Underway, the VTBeSR will provide a bridge to allow virtual shore-based participants to communicate with live participants using the Navy Continuous Training Environment (NCTE) networking and communications infrastructure.
This acquisition supports the production of the required voice modules which will be delivered as Government Furnished Equipment (GFE) and subsumed in the production of the VTBeSR unit as part of the Battle Force Tactical Training (BFTT) and Advanced Training Domain (ATD) systems production contract.
PEO IWS 1IT currently provides the development, test, integration, and delivery of tactical training systems to U.S. Navy Surface Ships and shore sites and may provide to Foreign Military Sale (FMS) customers in the future.
This procurement is planned to be a 100% small business set aside.
The BFTT/ATD Program is an Acquisition Category (ACAT) IV-M program that provides the hardware and software required to integrate onboard tactical trainers, simulators and stimulators into a baseline to enable shipboard multi-warfare and multi-ship combat system team training capability.
To fulfill this requirement IWS 1IT is in need of a commercial contractor with the experience, capability, and capacity to provide production units and engineering support. Requirements will include module production, systems engineering, hardware procurement, testing, repair, and documentation as required for US Navy ships and selected shore sites.
NAVSEA is contemplating Firm Fixed Price (FFP) CLINs for the VTB, Voice Matrix and T-junction First Article Units, subsequent Production Units, and Module Test Fixtures. NAVSEA is considering Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) CLINs for System Engineering and Technical Support. NAVSEA is also considering Cost-Only Travel and Other Direct Cost (ODC) Material CLINs to support the CPFF LOE labor engineering, and a Not Separately Price (NSP) Data CLIN.
