The solicitation number is SPM7LX-13-X-0031 and is issued as a Request for Quote (RFQ). The subject aquisition is for the procurement of NSN 6140-01-453-8592, Nomenclature of BATTERY ASSEMBLY and will be available on DIBBS on December 20, 2012. And Indefinite Delivery Purchase Order (IDPO) with one base year and one option year is anticipated. Estimated Annual Demand Quantity (ADQ) is 100 each. The approved source and part number is (0B7R6) Quasar Power and Technologies Inc., Part Number M350380. The ADQ represents an estimate only and not a guaranteed amount. Multiple delivery orders may be written against the basic contract for a maximum of 2 years. Solicitation is issued as a small business set-aside and using Full and Open Competition with the exclusion of sources. Various incremental quantities will be solicited. Deliveries will be to various Customer Direct locations within the Continental United States (CONUS) and outside the Continental United States (OCONUS). While price is a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery and past performance.
The Contracting Officer MAY utilize online Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the online auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the online auction. This public disclosure is anonymous, meaning that each offerors' identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and the final proposal revisions are again requested in accordance with FAR 15.307.
