This solicitation is being issued as Request for Quote (RFQ). This is a combined synopsis/solicitation. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is attached. This is hereby issued as RFQ NO. WC-133W-18-RQ-0305. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12th Street, Room 1734, Kansas City, MO 64106. The intended acquisition is for 2,000 Sealed Lead Acid Batteries for the National Weather Service Automated Surface Observing System (ASOS) located in Silver Spring, MD.

The requirements for the item are as follows:

The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures. Firms interested in this requirement must respond to this notice by submitting demonstrated evidence of its capability to provide the exact product specified in the attached Standard Form 1449 (SF-1449). This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36.

The Government will award a purchase order resulting from this request to the responsible offeror whose quotation conforms to the request resulting in the best value to the Government, lowest price and delivery schedule. "Best value" means the expected outcome of an acquisition that, in the Government's estimation provides the greatest overall benefit in response to the requirement. The Government reserves the right to make a comparative evaluation of quotes in determining best value in accordance with FAR 13.106-2(b)(4)(ii).

EAD-KC requires that all contractors to be eligible for award, the offeror must be registered in the System for Award Management (SAM.gov) database and complete the "Core Data", "Assertions", "Representations and Certifications", and "Points of Contact". No ward can be made to a company not registered in SAM.
