DLA Land at Aberdeen anticipates issuing a Request for Proposal (RFP) on or about April 5, 2023, for a five (5) year, Firm-Fixed Price (FFP), Indefinite-Delivery/Indefinite-Quantity (ID/IQ) type contract, with a proposed maximum contract value of $4,000,000.00. This will be conducted using Special Emergency Procurement Authority (SEPA).
The proposed action is for the acquisition of MX-12607 White Phosphorous Image Intensifier, NSN: 5855-01-523-4058, which is used to support the AN/AVS-6, Aviator’s Night Vision Imaging System (ANVIS). The AN/AVS-6 (ANVIS) enables aviators to conduct flight operations under very low (starlight) ambient light conditions. The AN/AVS-6 ANVIS is a third-generation, helmet-mounted, direct-view, image-intensification device. It enables aviators to operate more effectively and safely during lowlight and degraded battlefield conditions.
The estimated annual quantity required by the Government is 264 per year. Note: The estimated annual quantity is for planning purposes only. Actual ordered quantities may be more or less than the estimated annual quantity.

The anticipated hardware ship to location will be W25G1U, New Cumberland, PA. The Government required delivery will be listed in the solicitation.
Based on market research, this is a commercial item based on the definition of a commercial item as listed in FAR 2.101. FAR Parts 12 and 13.5 will apply to this acquisition. This acquisition will not be set aside for a small business.
