This Sources Sought Synopsis is a market research tool being utilized to determine the availability of sources prior to issuing an RFP. A market survey is being conducted to locate SBA certified HubZone; 8(a); SDVOSB, and small business who are deemed qualified to provide bare root seedlings. This Indefinite Delivery Indefinite Quantity (IDIQ) single task order contract is for the base year with 4 option years for a total of five years. The Contractor shall furnish all labor, supervision, materials (except seed – The Government will provide the seed), supplies, equipment, fertilizer, insecticides, herbicides, soil fumigants, and other materials necessary to grow, lift, package, store, and deliver high quality 1-0 longleaf (estimated quantity—550 thousand), loblolly pine (estimated quantity—200 thousand) and/or hardwood (oak) (estimated quantity—6 thousand white oak and 6 thousand red oak) bare root seedlings for the Government in compliance with specifications for each year. The guaranteed minimums will be indicated in any resultant solicitation. Note that the Savannah River Site is a restricted access Government facility and vehicle searches are done on all vehicles entering the Site. No contraband items, such as guns, ammunition, drugs etc. are allowed on Site. A picture ID of persons entering the Site is required. A minimum of 72 hours is required to process any security badge requests for U.S. Citizens and up to 30 days could be required for non-U.S. citizens. All contractors interested in providing bareroot seedlings must submit a written response (2 copies) to this office (USDA Forest Service—Savannah River, Attention: Margie Yeaton, P. O. Box 700, New Ellenton, SC 29809), email [email protected], or FAX (803) 725-0239 no later than by 5 August 2008, 2008, 4:00 pm, EST. The responses shall include 1) name of firm, point of contact, mailing address, and phone, Tax ID number and DUNS Number 2) identification of the appropriate business classification (to include 8(a), HubZone or SDVOSB, or small business as indicated at www.ccr.gov (NAICS code is 113210 with a size standard of $6.5 million) 3) past experience; to include a brief description of type and quantity of bare root seedlings provided. 4) capability to provide supplies/services and 5) Location of nursery. All submissions shall be limited to 15 pages and no smaller than 12 pitch font. Telephonic responses will not be accepted. This is not a synopsis or solicitation announcement. Based upon the responses received, the Government will determine the set-aside method (if any) for the procurement This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract.
