The Bureau of Labor Statistics (BLS) Office of Procurement, intends to award a sole source contract for The Barclay's Global Family of Indices. Barclay's is a third-party data source that is used by the PPI Investment Banking and Securities Dealing analyst to escalate the values of debt offerings and issuances from which prices used to calculate the index for Investment banking services are derived. This escalation procedure and the index needed to perform it are essential in maintaining constant quality of service over time for pricing investment banking services.

The contractor is the sole publisher of the comprehensive universe of bond data necessary for the BLS to conduct its escalation procedure which ensures constant quality of service for its Producer Price Indices for the Investment Banking and Securities Dealing industry. If the BLS does not receive the information by the specified time, the PPI will have to cease publication of critical inflation measurement data. These data are important, objective, and unique measures of price inflation within the financial services sector which are used numerous public and private-sector customers. A vital data user, the Bureau of Economic Analysis, which uses the PPI information as a price deflator for Gross Domestic Product (GDP), will be forced to find a substitute for the defunct PPI data series.

Interested person may identify their interest and capacity to respond to the requirement and submit proposals. This notice of intent is not a request for competitive proposals. However, if offerors can propose on the requirements, the response shall be NLT Monday, April 22, 2013.

A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
