IAW FAR 5.201 and the Office of Federal Procurement Policy Act (41 U.S.C. 416), the following notice is provided:

SPECIAL NOTICE TO SOLE SOURCE

The United States Department of the Treasury, Office of Intelligence and Analysis ("OIA") requires a continuation of access for its users to Banker's Almanac on-line service. Bankersalmanac.com is a database of the world's banks and financial institutions. Its comprehensive coverage encompasses their payment and settlement details, ownership, credit ratings and financials. OIA's mission is to support the U.S. Government's national security and intelligence missions, including, but not limited to, the formulation of policy and execution of Treasury authorities by providing:

• Expert analysis and intelligence production on financial and other support networks for terrorist groups, proliferators of Weapons of Mass Destruction ("WMD"), and other key national security threats; and
• Timely, accurate, and focused intelligence support on the full range of economic, political, and security issues.

No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 9:00 AM, EDT on 08 February 2016. Responses shall be submitted to Ms. Pamela Robinson.

Responses shall include, at a minimum, the following information:

1. The name of your company;
2. Company DUNS No and CAGE Code;
3. Point of Contact, and secondary contact, information;
4. A description of online subscription and its overall capability.

It is your responsibility to demonstrate how your company's service is capable of meeting the government's need as stated above. The Government will not seek additional information from your company if you fail to provide sufficient evidence.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
