In accordance with 10 U.S.C 2304(c)(2) as implemented in FAR 6.302-1, "Only One Responsible source," the Naval Air Systems Command (NAVAIR) anticipates awarding Northrop Grumman Systems Corporation (NGC) a Cost Plus Fixed Fee delivery order under Basic Ordering Agreement N00019-10-G-0004 for the procurement of the engineering and logistical analysis required to develop the maintenance courseware and curriculum for the implementation of organic Broad Area Maritime Surveillance (BAMS) Unmanned Air System (UAS) support. NGC is the sole designer and integrator of the BAMS UAS. Accordingly, it is the only contractor with the requisite design technical knowledge and expertise, special test equipment, tooling, and facilities to provide economically feasible maintenance training strategy within the program’s cost and schedule constraints. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only.
