In accordance with 10 U.S.C 2304(c)(2) as implemented in FAR 6.302-1, "Only One Responsible source," the Naval Air Systems Command (NAVAIR) anticipates awarding Northrop Grumman Aerospace Sector, Battle Management and Engagement Systems division (NGAS) a Cost Plus Award Fee modification to contract N00019-08-C-0023. The purpose of this contract action is to modify existing Broad Area Maritime Surveillance (BAMS) Unmanned Aircraft System (UAS) Reliability Centered Maintenance (RCM) and Diminishing Manufacturing Sources and Material Shortages (DMSMS) concepts. The existing RCM and DMSMS concept requirements were part of the overall BAMS UAS System Design and Development contract that was competitively awarded to NGAS April 2008. NGAS is the sole designer developer, and integrator of the BAMS UAS. Accordingly, it is the only contractor with the requisite personnel, technical knowledge, and expertise to provide revised RCM and DMSMS strategies within the program's cost and schedule constraints.
