Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to issue a sole source contract pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.”  The Cost-Plus-Fixed-Fee (CPFF) contract to AECOM Management Services, Inc. (AECOM) with an anticipated name change to Amentum, Germantown, MD, will be to provide Intelligence, Surveillance, Reconnaissance (ISR) data processing in support of the Broad Area Maritime Surveillance Demonstrator (BAMS-D) Unmanned Aircraft System (UAS).  The period of performance will include a one-year base period and two 12-month options.

A Sources Sought notice was posted on 31 March 2020 through 15 April 2020 (Notice ID: N00019-20-R-0050) to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). No inquiries or responses were received.

The BAMS-D UAS Tactical Auxiliary Ground Station (TAGS) at Patuxent River NAS is a Government-owned Naval Information Warfare Systems Command (NIWS) facility for processing ISR data from BAMS-D aircraft.

AECOM has provided mission tactical planning and real-time analysis of sensor data since the fielding of the BAMS-D in 2008, and, as a result, is the only company that has personnel who are currently trained and certified by the Government to provide these specialized services.
