The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) Marketing and Regulatory Programs Business Services (MRPBS) intends to purchase Commercial Off the Shelf (COTS)Balanced Scorecard model software license access in order to develop, implement, and track the progress of the APHIS Program-wide Strategic Operating Plan, as well as remote assistance with the installation and implementation of the software. This is not intended as an acquisition for software design or development to meet the needs of the program. Offers must include a FedRamp certification for cloud products or have an on-premise installation option.

This acquisition will be performed using commercial and simplified acquisition procedures. This procurement will be conducted as a total small business set-aside under 2022 NAICS code 513210.
