The City of Bellingham (City) is seeking Request for Qualifications (RFQ) to provide engineering, surveying, environmental, and other services for planning, studying, and assessing development implications and options of the City’s next neighborhood park. This project will involve multiple areas of expertise not limited to those mentioned above. In 2020 the City purchased approximately 27.5 acres of undeveloped land located on E. Bakerview Rd., between Deemer Road and James Street, as shown on attachment ‘C’ of this RFQ. The City was awarded grant funding from the Washington State Recreation and Conservation Office (RCO) to fund a portion of the acquisition of this property. Development and use of the site must comply with the terms of the Grant Agreement (Agreement) between the City and RCO. The property will function as a neighborhood park and provide a significant multimodal trail hub connecting existing and future trails. The western third of the property contains a mix of cleared, level ground suitable for active and passive recreation facilities that may include playground, restrooms, sport courts, and trails. The eastern two-thirds of the parcel is heavily forested and contains wetlands and two mapped creeks, Cammack and North Fork Baker, as well as a culverted creek, Landon. The City wishes for a portion of the site to be developed as affordable housing.
