DESCRIPTION

Background: The Backside Stewardship IRSC shall be awarded under the following authority:

Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.

Project Location:

The project is located on the Dolores Ranger District of the San Juan National Forest.

Unit 1: T.40N., R.16W. Sections 33 & 34. And T.39N., R.16W. Sections 3 & 4.  Dolores County, CO. New Mexico Principal Meridian

Unit 2: T.40N., R.16W. Section 6.  Dolores County, CO. New Mexico Principal Meridian

Units 3-6, 512.A Boulder placement: T.41N., R.16W. Sections 16, 20 & 21.  Dolores County, CO. New Mexico Principal Meridian

West Rim Decommission: T.41N., R.17W. Sections 2, 3, &10. Dolores County, CO. New Mexico Principal Meridian

Cow Canyon Decommission: T.40N., R.17W. Sections 2, 11, & 14. Dolores County, CO. New Mexico Principal Meridian

Haycamp Decommission: T.37N., R.14W. Section 1. Montezuma County, CO. New Mexico Principal Meridian

Millwood Decommission: T.37N., R.13W. Sections 16, 20, & 21. Montezuma County, CO. New Mexico Principal Meridian

The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract.  Period of Performance:  All work shall be completed by May 31, 2024.

Description of Work:

The ­­­­­Backside Stewardship IRSC land management objectives include:  increase forest resiliency, increase age class diversity, promote recovery of forest vegetation, reduct the risk of high severity wildfires and provide wood products for both commercial and non-commercial uses.

Mandatory and Optional Work Activities for this project are as follows:

Mandatory:

1. Cut and Remove Included Timber (1,653 Acres)

2a-2c.  Road Maintenance- Pre/During/Post-Haul (3.35 miles)

      Optional: 

3. Road Closure- Boulder Placement

4. Millwood Area Closeout (Temp. Road Decommission, Landing Treatment, Riprap Rock Placement)

5. Haycamp Area Closeout (Temp. Road Decommission, Landing Treatment)

6. West Rim Area Closeout (Temp. Road Decommission, Landing Treatment, Boulder Delivery, Riprap Rock Placement)

7. Cow Canyon Area Closeout (Temp. Road Decommission, Landing Treatment, Riprap Rock Placement)

Estimated Timber is as follows:

  • Ponderosa Pine Sawtimber          1,569 CCF
  • Ponderosa Pine Non-Sawtimber       84 CCF

Timber Subject to Agreement (Live and Dead Ponderosa Pine, Sawtimber and Non-Sawtimber) is available upon agreement for material that has previously been cut/skid/decked in adjacent units.

Site Visit Date and Time:

Prior to solicitation, the Forest will hold a site visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The site visit will be held on May 10, 2022, at 09:00 (MT Time) with a meeting location at the Dolores Public Lands Office 29211 Highway 184 Dolores, CO 81323.

 Request for Quotes are due June 2, 2022 at 4:00 pm MT. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract.

The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project.

All Contractors must be actively registered in the System for Award Management (SAM) at https://www.sam.gov/SAM/ to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service – you do not need to pay to register in this system. If your registration is not active, you will not be considered for award.

The Contracting Officer for this project is Ingrid Anderson with the National Stewardship Contracting Branch and is physically located in Oregon.
