The Transportation Security Administration (TSA) intends to contract using other than full and open competition for the following: Nine month extension (i.e., six months plus three one-month options) for Preliminary Background Investigation services. This extension effort is for the continuation of services which include, but is not limited to, the following checks: credit, law enforcement, criminal, and, falsification.

The TSA is currently evaluating offerors received in response to a competitive GSA Request for Quote and anticipates a new award in January 2012. This extension will also cover the estimated time needed for TSA to issue a post-award Authority to Operate (ATO). The ATO is expected to take up to 120 days.

Accordingly, the TSA intends to award an extension to KeyPoint Government Solutions, Inc., 1750 Foxtrail Drive, Loveland, CO 80538. This contract will address the requirements of the Office of Security, Personnel Security Division. The proposed contract action is for services for which the Government intends to solicit and negotiate with only the above designated source under the authority of FAR 6.302.

This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, all proposals received thirty days after date of publication of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
