The USDA-ARS-National Animal Disease Center, Ames, Iowa, has a requirement to purchase 2 BAC libraries as per attached SF1449.
(a) The Government intends to award a contract to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, with price and other factors considered. The Government intends to make an award decision without discussions. Therefore, each offeror is encouraged to provide the Government with all of the information necessary to evaluate their proposal. Offerors that fail to submit all the information necessary to evaluate their proposal with initial proposal bear the risk that their proposal will be rejected without discussions.
(b) The resulting contract will be a firm fixed price requirements contract, therefore hours stated are only estimates. There will be no minimum or no maximum guarantee to instructor hours ordered by the Government.
(c) In accordance with FAR 52.212-1 Please ensure your firm provides past performance references and information regarding: 1) hours of instruction, 2) number of students passing flight checks. Provide enough information so that an evaluator can rate the above technical and past performance factors. See FAR 52.212-1 on page 19.
(d) In accordance with FAR 52.212-1 (b) (8) A completed copy of the representation and certifications at FAR 52.212-3 is required with submission of proposal.
(e) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
