The National Center for Complementary and Alternative Medicine (NCCAM) plans to procure on a sole source basis with Dr. Adeline Xiao-ying Ge, MD; 5325 Bangor Drive, Kensington Maryland 20895; for services regarding a Licensed Traditional Chinese Medicine (TCM) and Acupuncture Practitioner.
The supplies and services herein are commercial as described in FAR Part 2 and the supplies and services are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106 and 13.501. The North American Industry Classification System code is 541690 and the business size standard is $6.5M.
NCCAM requires a Licensed TCM Practitioner to provide patients with 1) Acupuncture; 2) Tai Chi and; 3) Acupressure as well as other TCM practices. The TCM Practitioner shall provide these services in the research protocol entitled: Electroacupuncture Treatment for Delayed Chemotherapy-Induced Nausea and Vomiting, services for protocol-related acupuncture treatment. In addition, the TCM Practitioner shall provide services in the research protocol entitled: A Randomized Study of the Effect of Tai Chi Chuan compared to a Structured Exercise Program on Parameters of Physical Fitness and Stress in Adult Cancer Survivors. The contractor shall be the lead instructor and coordinator for the NCCAM Tai Chi Program.
Period of Performance: Twelve (12) months from date of award with two (2), one (1) year option periods.
Dr. Adeline Xiao-ying Ge is a world-class specialist in Traditional Chinese Medicine and Acupuncture with experience and knowledge on the design and implementation of ongoing clinical research projects and investigating Acupuncture and Tai Chi Chuan. Dr. Ge is familiar with the two research protocols stated above and has served as TCM and acupuncture consultant as well as a Tai Chi master to the National Institutes of Health (NIH). Dr. Ge is the only source known to NCCAM that can provide the expertise and familiarity with these research protocols, the patients involved, and the Clinical Center Departments associated with these protocols. Changing variables at this time would be detrimental to the current patients involved and would interrupt correct interpretation of this research.
This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCCAM to determine if the party can perform the requirement. Contractor shall provide one (1) original and one (1) copy of the capability statement. Capability statements must be received in the contracting office by 11:00 AM ET, on December 17, 2007. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
