This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA National Marine Fisheries Service, Northwesr Region located in Seattle, WA intends to negotiate on a sole source basis with Columbia River Inter-Tribal Fish Commission for summer chinook salmon escapement.Currently, the Columbia River Inter-Tribal Fish Commission (CRITFC) annually samples spring, summer, and fall Chinook salmon at Bonneville Dam to estimate age and length-at-age composition (Miranda et al. 2005). In 2006 CRITFC was approved to conduct a project to passive integrated transponder (PIT) tag late spring, summer, and, early fall Chinook salmon sampled for this program with PIT tags which allowed these fish to be individually tracked upstream as they migrate through fish ladders at hydropower dams with PIT tag detection capability. These include Priest Rapids, Rock Island, Rocky Reach, and Wells dams in the mid-Columbia Basin. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to Colunbia River Inter-Tribal Commission without further notice. Only firms that can provide the exact service described herein will be considered. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
