The U.S. Census Bureau plans to award a contract on a sole source basis to the National Academy of Science (NAS). NAS will be required to review the residence rules for the 2010 Census. The review will examine the residence rules in terms of how they contribute to or inhibit an accurate count of the population. The review is expected to provide recommendations for potential ways to modify census residence rules to facilitate more accurate counting of the population, or identify the reasons why the rules should not be changed. To date, NAS is the only entity identified by the Census Bureau as being capable of providing the required services and expertise.
