Initial Notice: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), St. Petersburg FL intends to establish a fixed price purchase order for conducting a “Population Viability Analysis” (PVA) for the smalltooth sawfish (Pristis pectinata) on a sole source basis with Mote Marine Lab. Dr. Colin Simpfendorfer with Mote Marine Lab is a smalltooth sawfish researcher. Dr. Simpfendorfer is the only known researcher that has the smalltooth sawfish encounter data that is needed to perform a PVA... The anticipated purchase order will have a performance period from date of notice to proceed through September 30, 2006. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
