The Bureau of Reclamation, Albuquerque Area Office, through the Upper Colorado Regional Office, has a requirement for Rio Grande Silvery Minnow Population Monitoring services for the Collaborative Program. Specific tasks include: (1) Determine the long-term and short-term trends in densities or catch-rates and relative abundance of fish populations of the Middle Rio Grande. (2) Evaluate the influence of discharge timing, magnitude and duration on population fluctuation of native and nonnative fish species in the Middle Rio Grande, with a focus on Rio Grande silvery minnow. (3) Compare changes in Rio Grande silvery minnow abundance with that of other native and nonnative fish species. (4) Communicate findings to the Program. Evaluation criteria for award consideration, listed in descending order of importance, will include technical capability; past performance; and price. Technical capability and past performance, when combined, are significantly more important than cost or price. A firm-fixed price contract with a base year plus up to four option years will be awarded resulting from Request for Quotation No. R15PS00026 using procedures prescribed by FAR Part 12 - Acquisition of Commercial Items, in conjunction with FAR Part 13 - Simplified Acquisition Procedures.
