This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service, Northwest Fisheries Science Center located in Seattle, WA has a requirement for a contractor to estimate juvenila abundance at landmarked habitat sites in coordination with the multi-agency ISEMP project that includes adult counting, smolt-trapping, habitat description and water quality data collection. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified BioAnalyst Inc. as the only source who can complete work under proposed contract, BioAnalyst staff have a long –standing involvement with the Wenatvhee-Entitat Basin ISEMP program, providing essential continuity of operations. BioAnalyst wrote and continue to develop the Upper Columbia Basin Monitoring Strategy(Hillman 2004). The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to BioAnalyst without further notice. A firm fixed price purchase order will be issued with start date of Aug 15, 2006 and end date of Sept 30, 2007. This may represent the only official notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
