This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service, Northwest Fisheries Science Center located in Seattle, WA has a requirement for a contractor to estimate juvenila abundance at landmarked habitat sites in coordination with the multi-agency ISEMP project that includes adult counting, smolt-trapping, habitat description and water quality data collection. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified BioAnalyst Inc. as the only source who can complete work under proposed contract, BioAnalyst staff have a long –standing involvement with the Wenatvhee-Entitat Basin ISEMP program, providing essential continuity of operations. BioAnalyst wrote and continue to develop the Upper Columbia Basin Monitoring Strategy(Hillman 2004).
