Proposals are solicited for RFP FN5052/FMP, Professional Consultant Contractor to Develop a Job Order Contract (JOC) System. This is a professional services contract that requires the Consultant to develop and implement an internet-based JOC System which will enable the Authority to rapidly engage contractors to perform repair, rehabilitation, and minor construction projects. The work includes, but is not limited to, evolution, formulation, development, implementation, and maintenance of a JOC system predicated on the issuance of Task Orders as requirements are defined. These Task Orders are to be issued to the selected JOC contractor(s) and shall consist of pre-priced items of work as defined in the “Unit Price Book” and “Technical Specifications Book” which are to be developed by the Consultant with negotiation by the Authority limited to labor mix, labor hours, and measurement of unit priced quantities. The “Unit Price Book” and “Technical Specifications Book” shall be electronic and allow for automated search and retrieval. In addition, an internet-based management information and support system is to be developed. The period of performance consists of a three (3) year Base Period and two (2) Option Years.
