This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Mammal Laboratory located in Seattle, WA intends to acquire services and equipment for passive acoustic monitoring of beluga whales. The period of performance for services is through December 2009. The equipment is due March 2008. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. The known source is the University of Washington, Seattle, WA. Dr. Jeff Nysteum at APL at University of Washington has produced the only instrument that can be deployed for up to a full year that will record killer whale vocalizations every time they are heard. Therefore, the University of Washington is the only vendor qualified to supply the services and equipment for the monitoring of beluga whales.
