The United States Geological Survey, Western Ecological Research Center (WERC) has a requirement for the analysis of various media and tissue samples as part of ongoing project tasks from a variety of habitats to provide a baseline for contaminant levels and to monitor levels as the system changes over time. Tests to be performed include a full Inductively Coupled Plasma (ICP) scan, analysis of individual ICP metals, Inductively Coupled Plasma-Mass Spectrometry (ICP-MS), Methyl Mercury (meHg), and Total Mercury (THg) . ICP metals include Al, Ag, As, Ba, Be, B, Cd, Co, Cr, Cu, Fe, Pb, Mn, Mo, Ni, Sb, Se, Sn, Tl, V, Zn. Analytical results must be delivered within 28 days of submission. Analytical and quality control criteria must be strictly followed; further detail as to the required standards will be provided in the forthcoming solicitation. The USGS is contemplating the award of a five-year indefinite-delivery, indefinite quantity (IDIQ) contract consisting of a base year plus four option years to ensure continuity of service and consistency of results. The following analytical and quality control criteria must be followed strictly. For Methyl mercury (meHg) determination samples are extracted following the procedure of Bloom et al. 1997 (Fresenius J. Anal. Chem 358:371-377). For total Mercury (THg) determination samples are extracted following the procedure of EPA Method 1631 Appendix (Total Mercury in Tissue, Sludge, Sediment and Soil by Acid Digestion and BrCl Oxidation). For ICP metals the digested samples are to be analyzed for Ag, Al, As, Ba, Be, Cd, Cr, Cu, Fe, Mn, Mo, Ni, Pb, Sb, Se, Tl, V, Zn using inductively coupled plasma optical emissions spectroscopy (ICP-OES) according to Battelle SOP MSL-I-033, Determination of Elements in Aqueous and Digestate Samples by ICP-OES. Turnaround time: all analyses must be completed within 28 days at no additional cost. Minimum of ten years or more performing EPA 1631 Appendix A and Bloom et al. (1997) meHg analysis on a commercial basis. Current NELAP certification. To fulfill this requirement, the USGS intends to negotiate on a sole-source basis with Battelle MSL of Sequim, WA in accordance with FAR 6.302-1 and the procedures of FAR Part 12, entitled, "Acquisition of Commercial Items." Other interested concerns having the ability to furnish these services may submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist.
