DESCRIPTION: the VA Nebraska Western Iowa Health Care System intends to negotiate a commercial (FAR Part 12) sole source contract with the University of Alabama at Birmingham, Clinical Immunology/Rheumatology Department, 1530 3rd Ave. South, Birmingham, AL under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-04. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to obtain HLA-DRB1 genotyping, a research-oriented service, to process fine four digit genotyping. The quantity of service required is 400 RA patient DNA samples, to include associated materials for reagents, controls and buffers. This contractor has been selected through a grant process and is the only vendor who can provide the specific services, for these specific researchers, for this specific grant timeline. This contractor has knowledge about the requirements of this grant that could not be duplicated by another source at this time. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All information received by 4:00 P.M. Central Time, November 26, 2010, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
