NASA/LaRC has a requirement for a concept feasibility study that identifies optimaldesign solutions to integrate the Global Ozone Lidar Demonstrator (GOLD) instrument ontothe NASA Dryden Global Hawk unmanned aerial system (UAS). NASA/LaRC intends to purchasethe study from Northrop Grumman, Integrated Systems Western Region (NG-ISWR) as they arethe developer and manufacturer of the Global Hawk Unmanned Aerial System (UAS) and theyare the only known source that is intimately knowledgeable with the engineering,operational, and specifications of the Global Hawk. The Government does not intend toacquire a commercial item using FAR 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing and electronically to the identified point of contact not later than4:30 p.m. local time on 25 July 2008. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
